And here's an e-mail sent by a local councillor to an activist in early September:

"The County Council has a Coltishall Task Force which includes various interested parties such as the MPs, two District Councils, Defence Estates, Annington Homes and the Church etc. I am a member of the Task Force and take a keen interest in the site, part of which is in my electoral division.

Measures to dispose of the whole of the site for commercial purposes were fairly well advanced when the Home Office suddenly declared that it may require part of the site as a detention centre. After the initial discussion at which we were assured that a decision on the proposal would be made to us by the end of February 2007 the whole matter has gone very quiet and it has proved impossible for the Task Group to obtain any information on the matter. This problem seems to coincide with the splitting of the Home Office although this may be coincidental!

Before a detention centre is set up I understand that a planning application would need to be submitted to North Norfolk District Council."
